Alleged `Peeping Tom' arrested in Missoula

Missoula police officers have arrested a 35-year-old sex offender who sneaked into a Missoula tanning booth Monday and spied on a woman, then followed her outside into the parking lot.

Jesse William Kirk, who is also wanted on a felony burglary warrant out of Helena, was spotted Wednesday near another tanning salon on South Higgins Avenue. Officers first noticed Kirk's black Toyota pickup truck outside a chain of businesses near the intersection of Higgins and Russell. The officers then saw Kirk inside a business that was not the tanning salon and confronted him. Kirk resisted arrest and an officer stunned him with a Taser. He was booked at the Missoula County jail around 12:30 p.m.

On June 17, Kirk allegedly entered the Planet Beach Contempo Spa in Helena and stole a purse from an office employee. Helena Police Chief Troy McGee said Kirk is also suspected of peering beneath a fitting room door at Ross Dress For Less on the same day and watching at least one woman change clothes. McGee said the man could face additional misdemeanor charges for the "Peeping Tom" offense.

A career criminal, Kirk has a felony rap sheet dating back to 1993, when he was convicted of assault with the intent to commit rape and battery with the intent to commit rape. He was released from the Idaho Correctional Center near Boise on June 1, and registered as a sex offender in Hayden, Idaho two days later.

"He was discharged. He had completed his sentence and he was all done with us," said Jeff Ray, public information officer with the Idaho Department of Corrections.

In January 2008, Kirk was sentenced to between one and two years in prison for failing to register as a sex offender in Kootenai County, Ray said. He had just completed that sentence when he was released and came to Montana.

Missoula law enforcement do not intend to charge Kirk with any felony offenses, according to Sgt. Bob Bouchee, and the man will likely be transported back to Lewis and Clark County.
